Fisheries Management Notice No. 70 of 2023 regarding the Under 20m North West Herring Quota Management

Charlie McConalogue, the Minister for Agriculture, Food and the Marine, has issued a Fisheries Management Notice No. 70 of 2023 regarding the November North West Herring Under 20 metre Fishery Quota Management.

The notice, effective from Wednesday 15 November 2023, until Friday 01 December 2023, outlines specific regulations and restrictions for Irish sea-fishing boats targeting herring in designated fishing areas.

In accordance with the powers vested in the Minister by the Sea-Fisheries and Maritime Jurisdiction Act 2006, the notice introduces catch retention and landing restrictions for herring, with a focus on the North West Herring ring-fenced group. This group includes vessels meeting criteria outlined in Policy Directives 1 and 2 of 2012, amended by Policy Directive 1 of 2017, for accessing herring stocks in fishing areas 6aS1, 7b, and 7c.

 

Key provisions of the notice include:
  1. Duration of the Notice: The notice is effective from November 15, 2023, to December 1, 2023.

 

  1. Catch Restrictions for Different Boat Lengths:

– For Irish sea-fishing boats greater than or equal to 15 metres and less than 20 metres in length overall, not part of the North West Herring ring-fenced group, catch limits are specified in Schedule 1.

– For Irish sea-fishing boats less than 15 metres in length overall, not part of the North West Herring ring-fenced group, catch limits are specified in Schedule 2.

 

  1. Advance Notice of Landings:

– The master of an Irish sea-fishing boat or their agent must provide at least 1 hour’s notification before entering port for quantities of herring exceeding 250kg.

– Notification details include boat name, designated port of landing, estimated time of arrival, intended time of landing, quantities of species retained, management area, and contact details.

– Notification should be made to the Irish Fisheries Monitoring Centre for landings in the Republic of Ireland or to the Competent Authorities of the relevant Member State for landings outside Ireland.

 

  1. Revocation of Previous Notice: Fisheries Management Notice No. 69 of 2023 is revoked.

 

This notice aims to ensure sustainable herring fishing practices, prevent overfishing, and promote responsible management of herring stocks in the Northwest region. Irish sea-fishing operators are urged to familiarize themselves with the specific catch limits and notification requirements outlined in the notice to comply with the regulations during the specified period.
