The Government has appointed Sinéad McPhillips as the new Secretary General of the Department of Agriculture, Food and the Marine (DAFM), succeeding Brendan Gleeson, who is retiring after seven years in the role.
The announcement was made by Minister for Agriculture, Food and the Marine, Martin Heydon TD. He said McPhillips’ leadership will be crucial as Ireland faces new EU agricultural and fisheries policy reforms, as well as preparations for the country’s Presidency of the EU Council in the second half of 2026.
“I am delighted to welcome Sinéad as Secretary General of my Department. Sinéad has been a senior leader in the Department for the last decade, and I am confident that under her leadership the Department can continue to deliver for the Irish agriculture, food, forestry and fisheries sectors,” Minister Heydon said.
Background And Experience
McPhillips currently serves as Assistant Secretary General for EU, UK and International Affairs. She has led Ireland’s agri-food negotiations at EU level, overseen the implementation of the CAP Strategic Plan, and managed the Department’s overseas network. She previously served as Assistant Secretary General for agri-food strategy and sectoral development and worked as the Department’s Chief Economist.
Her academic background includes Masters degrees in International Human Rights Law and Economic Science.
Challenges Ahead
The appointment comes as the Department prepares for major EU-level policy shifts, including new Common Fisheries and Agriculture Policies. The Department is also responsible for regulatory oversight of food safety, animal health and welfare, forestry, fisheries management, and environmental protection.
Minister Heydon said he expects McPhillips to provide the leadership needed to deliver a sustainable balance between economic, social and environmental priorities in the years ahead.
Tribute To Brendan Gleeson
In announcing the appointment, the Minister also paid tribute to Brendan Gleeson, noting his seven years as Secretary General were marked by collaboration and reform.
“I wish to acknowledge the leadership and dedication shown by Brendan Gleeson over his seven years as Secretary General of my Department and I wish him well in his retirement,” he said. “Brendan leaves a remarkable legacy – he has supported a culture of positive engagement and teamwork amongst the Department’s 4,000 people, and has worked collaboratively with the wider agri-food and fisheries sector to advance sustainability in all its dimensions.”
