Ireland updates mandatory PSSR training, adding violence and harassment prevention requirements for fishermen and seafarers from January 2026
New PSSR Competence Comes Into Force From January 2026
Ireland’s Department of Transport has confirmed changes to mandatory basic training in Personal Safety and Social Responsibilities (PSSR) for seafarers and fishermen, following the publication of Marine Notice No. 04 of 2026.
From 1 January 2026, all Standards of Training, Certification and Watchkeeping (STCW) basic training that includes PSSR must now incorporate a new mandatory competence focused on preventing and responding to violence and harassment at sea. This includes sexual harassment, bullying and sexual assault.
The updated requirement applies to seafarers with designated safety or pollution prevention duties and reflects amendments to Table A-VI/1-4 of the STCW Code, adopted internationally in May 2024.
Scope Of The New Training Requirement
The new competence requires trainees to demonstrate a basic understanding of violence and harassment, the continuum of harm, and the consequences for victims, bystanders and crew safety. It also covers the ability to identify unacceptable behaviour, intervene appropriately and follow reporting procedures.
