Industry Warns Against Merger of EMFAF into Single Broad Fund

Leading EU fishing and aquaculture associations have issued a joint call to maintain and strengthen the European Maritime, Fisheries and Aquaculture Fund (EMFAF) as a standalone financial instrument in the next Multiannual Financial Framework (MFF). The appeal comes ahead of critical discussions by the European Council and Parliament on the post-2027 budget.

In a formal letter to European Commission President Ursula von der Leyen, European Council President António Costa, and Polish Prime Minister Donald Tusk, sector leaders expressed strong opposition to proposals that would merge EMFAF into a single multi-sector fund.

“Fisheries, aquaculture, and the processing thereof are not just economic activities; they are deeply connected to Europe’s coastal and rural communities,” the letter states. “The structural and natural differences across regions demand a targeted financial approach. A single fund risks limiting flexibility and failing to recognize the sector’s specific needs.”

The signatories — which include AIPCE-CEP, Copa-Cogeca, EAPO, Europêche, ETF, and FEAP — argue that aquatic food production contributes to public health and climate goals by supplying one of the healthiest animal proteins with the lowest carbon footprint. Despite this, the sector faces growing challenges from global competition, rising costs, workforce shortages, and increased environmental regulation.

Particular concern was raised for small-scale coastal fisheries, where earnings are significantly lower than in other industries, making it harder to attract younger workers. Combined with growing spatial pressures and decarbonisation targets, industry leaders argue that these unique circumstances warrant continued, sector-specific financial support.

The letter calls for:

  • A reinforced and autonomous fund for fisheries and aquaculture with increased budget;
  • Enhanced support for sustainability, economic resilience, and improved working conditions;
  • Investment to achieve climate and environmental goals, including fleet decarbonisation;
  • A strong commitment to food security and supply chain stability across Europe.

“The EU must recognize the unique conditions of our industry and maintain a dedicated fund to ensure its sustainable future,” the letter concludes. “A well-funded, independent fisheries and aquaculture policy is essential for Europe’s economy, environment, and food security.”
