DG MARE outlines measures to improve Advisory Council participation in STECF processes
The EU Commission has responded to concerns raised by Advisory Councils (ACs) regarding their engagement in the Scientific, Technical and Economic Committee for Fisheries (STECF) processes.
In a letter from Charlina Vitcheva, Director-General of DG MARE, the Commission reaffirmed the importance of ACs in fisheries policy while outlining steps to enhance their involvement.
The letter, dated 18 March 2025, acknowledges the role of ACs in shaping fisheries management but states that participation in STECF Expert Working Groups (EWGs) will remain limited due to logistical constraints. However, DG MARE has committed to improving communication channels and transparency in STECF decision-making.
ACs Can Attend STECF Meetings, But Limits Remain
Vitcheva clarified that Advisory Councils already hold observer status at STECF Expert Working Groups but stated:
“While participation is subject to capacity limitations, AC representatives can attend meetings where their expertise is relevant.”
Despite this, stakeholders have argued that AC involvement should be more structured and proactive to ensure their voices are heard earlier in the decision-making process.
Commission Promises Improved Transparency and Communication
In response to requests for greater transparency, the Commission pledged to:
- Enhance the STECF website for better accessibility
- Improve meeting notifications to ensure stakeholders are informed
- Discuss engagement strategies at the annual Inter-ACs meeting
Vitcheva reiterated the Commission’s commitment to stakeholder involvement, stating:
“DG MARE remains open to dialogue with ACs to improve engagement while ensuring effective and science-based fisheries management.”
While some industry representatives remain sceptical, this response signals a step toward improving collaboration between policymakers and fisheries stakeholders.
