EU Commission responds to joint advice on landing obligation evaluation and says stakeholder views will guide its CFP review

Commission Responds to Advisory Councils’ Concerns

The European Commission has acknowledged the joint advice submitted by the North Western Waters Advisory Council (NWWAC) and the North Sea Advisory Council (NSAC) regarding the study supporting the ongoing evaluation of the landing obligation.

The response, dated 18 February 2026, was issued by Charlina Vitcheva, Director-General for DG MARE.

 

Study Findings Arrive at Key Moment in CFP Review

Vitcheva noted that the advice, submitted in December 2025, comes at a strategically important stage as the Commission works toward completing the evaluation of the Common Fisheries Policy (CFP) Regulation in Spring 2026. She said the advisory councils’ assessment provides valuable insights into the challenges highlighted by the supporting study and will help inform potential implementation pathways.

Broader Evidence Base to Shape Assessment

The Commission confirmed that the landing obligation will be examined not only through the study but also through additional evidence and stakeholder input. This will include contributions not covered by the study itself, such as the NWWAC–NSAC joint recommendations and other materials referenced in their submission.

 

Emphasis on Cooperation Among Stakeholders

Vitcheva stressed that one of the consistent messages emerging from the study and stakeholder views is the need for greater cooperation and shared ownership to address the difficulties associated with the landing obligation. She added that decisions on the future of the measure cannot be anticipated before the completion of the CFP evaluation.
